A Pyrrhic victory is a victory that inflicts such a devastating toll on the victor that it is tantamount to defeat. Someone who wins a Pyrrhic victory has been victorious in some way, though the heavy toll negates a true sense of achievement or profit...
It is instructive to note that the oppressive and abusive nature of PanTrinbago's executive, towards its members specifically, and the general public at large, resulted in the hardship of being not only on the receiving end of abuse from its publics.
The real bone of contention as opined by Kokaram, and members as well was the State's concerns over PanTrinbago's ability to properly exercise financial and managerial prudence in the management of its affairs especially during a time when the shrunken economy, bringing about concerns of financial prudence and accountability with State funds...that is taxpayers dollars.
With the delegate membership, that bone of contention continues, and there is nothing perfunctory, unfocused and last minute about that.
The Minister's radical and sudden change in policy and approach supported that bone of contention..which still exists and may perhaps raise its controversial head in Panorama 2018.
As Rishi Dass, attorney for NCC advises, the NCC has already advanced money to PanTrinbago in excess of its budgeted annual subvention for 2017, he also intimated that the agreement under which this line of credit was extended was under the agreement that the advanced sums of money for which they received for 2017, would be deducted if they (PanTrinbago) won the lawsuit. Go figure eh!
The borrower asks the lender for monies to sue the lender of the money, on behalf of the implementor of the policy (Minister), under the condition that from the court appointed award would be deducted from the borrowers overdrawn balance. Hmph!...Ungratefulness is truly worse than witchcraft.
Well, the Judical arm of the government has spoken to support the legislative framework of the PanTrinbago's sustenance.
Given our shrunken economy, and the State's constraints to barely maintain some measure of fiscal liquidity, the Executive Branch will enunciate very shortly, along with perhaps along with documentary audit evidence not present at all during this protracted court case, the true amount to be given to PanTrinbago. If I am to make an educated guess,....the announcement of the fat lady's tune will be sung at the Post Cabinet meeting of this coming Thursday...
