It's kind of ironic that his warning was issued right after A TRINIDADIAN was appointed AMBASSADOR to TRINIDAD and TOBAGO (an historic event).
Worst of all is that if TRUMP wins the PRESIDENCY I will get deported back to Trinidad since I live in California and have a Mexican last name. So it is either I go back to Trinidad and get kill by the boys from Laventille or I go to MEXICO and get kill by the cartel. Do US Governors give like-bulletins, warning their residents about the dangers they could face when visiting Chicago?
It may be, the reason for the bulletin has to do with safety, with state and local jurisdictions, local politics are at play. The State Department issues these type bulletins for US citizens traveling overseas, like everything else in life when making decisions, do your research and take your risk.
I recently had a conversation with an IT contractor attending a Data Center management class, he told me the reason he moved from NY to New Jersey had to do with him looking for a safe place to raise his kids, he was tired of them having to go through metal detectors in their schools in NY, he then proceeded to show me from his cell phone the security monitoring system he installed at his home in NJ with 65 cameras, go figure it out, this is an individual choice. Consider, you've been warned.
