Ask K (ALI BABA) D and his band of thieves. Poor Children.
Jr Panorama [schools] are under the auspices of the ministry of education and as such they are funded by them,the non schools are the responsibility of Pan Trinbago so I would imagine they are the ones caught up in this confusion.
