Instead of sending young, wayward unemployed youths to PRISON -- you set up a CENTRAL PAN PRODUCTION AREA and put these YOUNG MEN to learn to MAKE QUALITY PANS. You bring in EXPAT PAN TUNERS (like Ancil Joseph -- from ARIZONA -- and others) along with other retired and active LOCAL TUNERS and have them teach THE CRAFT to these young people. In 5 to 10 years time TOBAGO is the PAN PRODUCTION CAPITAL of the WORLD with a bunch of HIGH LEVEL PAN MAKERS.
The GLOBAL DEMAND for PANS is insatiable -- unlike TOURISM, global upheavals will NOT shut down your market -- and beyond bringing in FOREIGN EXCHANGE and providing jobs and skills to the less fortunate in the society ... YOU WILL REDUCE CRIME on the ISLAND.
Not to mention that you will be SPREADING YOUR NATIONAL INSTRUMENT all over THE GLOBE because we can make the instruments more affordable with this program.
