When Steel Talks extends our thoughts and condolences 

Raphael ’Stretch’ Garcia of Phase II Pan Groove has passed. Raphel is the cousin of Robbie Joseph -editor of Pan Podium magazine.  In addition, he is the childhood friend of Dr. Len 'Boogsie' Sharpe.
