Are all the Judges in the NY Panorama know Music or Know about Pan?
Or, are they Judging according to Crowd Response?
Someone told me that there is at least one Judge that knows nothing about Music or Pan but Judging NY Panorama, (smh)

i would suspect that there is a committee that will set up the guidelines for the requirements from the bands.
Then judges will be put in place to ensure that those requirements are met.
You cannot require the spirit of carnival and expect the best judging from a classical artist, with exceptions of course.
Really good question, however another important question should be. Who chooses the judges? If someone studied to play the guitar that alone does not make him or her a qualified musical judge. Unless a person has knowledge of musical composition and orchestral arranging that person is definitely not qualified to judge steel band Panorama.
Crowd reaction always have influence over the judges final decisions
The crowd reaction is the voice of the people and how they react will always influence the judges, that's human nature.
The crowd reaction could also be a sycophantic reaction.
Actually anybody could be ah Judge,
