This is why I've said that there may be to much focus on financial improprieties by all concerned individuals ( Including the CIP) , instead of on mismanagement and poor leadership in general.
And is why I keep mentioning the corporation's mandate , which most of you all chose to ignore.
The mandate gives Pan Trinbago the power and rights to spend the funding in just about any way the see fit ,
"Powers given in the act include:
1. Acquire land or any estate or interest in land.
2. Accept subventions and donations and manage and invest all moneys belonging to Pan "
That means simply that they have the right to accept all steelband funds , and spent those funds any way they wish.
The act to incorporate gave them those powers , folks.
How in God's name can anyone find fraud when you have given the organization (and the executive ) the right to do whatever they wish with the money?

The military is in the business of killing people. However, when the soldier is asked did kill that man? He the soldier doesn't get out of jail card free. He is not allowed to lie. He is not permitted to say I don't recall. If he did it, even in combat situation he is required to tell the truth or risk going to jail.
According to the PRO, Rolly Polly defrauded the government by failure to report additional income he was making through his ticket scam. It called tax evasion. It's a crime.
According to College Boy, Rolly Polly continued to raise funds to cover ICP depths by telling sponsors, organization members, banks, and whomever was dumb enough to believe him that the government had not paid them what was allocated to them for the ICP in full. That's fraud. You are not allowed to take money from people under false pretenses.
According to TV6. The tale of the luxury cars is an extremely disturbing one. A classic case of tax evasion by some normally respectable people who partnered with Rolly Polly and his gangstas.

Bugs , I'm not saying there isn't thievery and corruption .
All I'm trying to say is that the way the organization is set up with its mandate and all, gives them plenty of cover ( unless they're extremely careless and stupid ) , and makes it extremely difficult to prove illegal activities.
So depending on the courts to force changes in the leadership of Pan Trinbago is probably futile, or at least extremely difficult..
And any solution to the issues facing the organization begins with changing the leadership.
Which is why I believe the only way forward is to field a slate of reliable , honest, able candidates for the next election and address whatever changes that are needed to be made to the constitution and mandate from within.
I do hope those advocating change have their candidates in place for those executive positions, and are preparing and promoting them , along with an agenda that can excite young pan people and get them involved , so we can move the culture forward !
(And BTW , the fact that Dr. Dolly said it was "mismanagement" proves my point ! )
