Cleve Leonard Panorama is not a compulsory event. Steelbands need to assess the return on their investment going into such a venture and simply decline if the books don't balance. The expenditure column must include fair compensation to players whether the revenue to meet this expense comes from prize money, sponsorship or savings and investments.
