I see a relatively SMALL INVESTMENT which could be funded by corporate and government sources. I would HIRE about 5 QUALITY PAN TUNERS (ANCIL JOSEPH, GERARD CLARKE, ONE NEW YORK PAN TUNER, ONE ENGLISH PAN TUNER and ONE GUYANESE PAN TUNER -- with some room for debate) and contract them as TRAINERS.
Then I would rent a BIG WAREHOUSE and outfit it with TOOLS FOR MAKING PANS!!!
Then I would take about 50 to 100 AT RISK BLACK YOUTHS and put them in THE STRUCTURE to be TRAINED over a 5 to 10 year period in the art of CRAFTING QUALITY PANS.
SIMPLE START and NOT TOO EXPENSIVE!!!
Now I have made MY POINT abundantly clear on THIS FORUM for over a decade: MY INTEREST IS IN QUALITY RECORDED PAN MUSIC which could be played on MAINSTREAM RADIO STATIONS across THE GLOBE. But PAN PRODUCTION is a TRINIDAD SCIENCE at which we are THE BEST IN THE WORLD. So now is the time to STEP UP PAN PRODUCTION as the world turns and THE TRINIDAD ECONOMY is at the risk of FACING BANKRUPTCY.
So anybody who who wants to JUMP ON DOCTOR SALAH'S BANDWAGON and make PAN PRODUCTION A REALITY ... IS A FRIEND OF MINE!!!

The Steelpan Tuners’ Guild of Trinidad and Tobago (STGTT) was birthed in 2013 and mandated to secure economic and social benefits for its members - pan builders/craftsmen and tuners. The Guild promotes the highest standards for all activities related to the technical aspects of the steelpan, which include manufacture, tuning, sales, and essential support services.
The Trinidad & Tobago Manufacturers' Association (TTMA) was founded in 1956 to assist in securing markets for both raw materials and finished products as well as in the sourcing of investment partners for members.
The Caribbean’s largest business-to-business event, the Trade and Investment Convention (TIC}, hosted by TTMA, is an ideal forum for manufacturers, service providers, buyers, distributors, financial institutions, and investors from around the world to meet and conduct business.
TIC celebrates its twenty-first anniversary online from October 28 to 30, 2020. It may be strategic and timely, therefore, for STGTT to become a member of TTMA in order to introduce its products and services initially to educational markets within Continental USA and Latin America. The BIG PICTURE in my proposal is the establishing of a steelpan industry to supply pans for all the schools in the world. This project is to be fueled by the exclusive Ministry for Pan as the vehicle. However, the main defining point in this project is the immediate establishing of producing pan tuners ( in the thousands). Therefore Claude's initiative of "SIMPLE START and NOT TOO EXPENSIVE" is note worthy and regardless of how long this BIG PICTURE concept takes to materialize, the training of pan tuners should begin now and be a constant.
