It was an evening of steel explosion and sweet melodies of the pan music when the Ministry of Tobago Development and Pan Trinbago’s Tobago Region collaborated for “Pan Passion 2, Pan on a Level.” The sweet, intoxicating sounds of steelpan rang through the air in Scarborough and captivated pan lovers from all across the island. 

 
Patrons came out in their numbers to be enchanted and enjoy the beautiful sounds of the national instrument in what is now dubbed one of Tobago’s best steelpan events. In its second year, Pan Passion has surpassed the celebration of the previous as hit after hit sent the crowd into a musical frenzy. In attendance were several of Tobago’s top steelbands, including: Carib Dixieland, Petrotrin Katzenjammers, Hope Pan Groovers, Metro Stars, NLCB Buccooneers, RBC Redemption Sound Setters and Our Boys Steel Orchestra. The steel orchestras churned out tunes of various musical genres including soca, calypso, reggae, rhythm and blues from their long list of repertoires. 
    
In his address, Minister of Tobago Development the Honourable Dr.Delmon Baker told the audience “this initiative is one that will be ongoing in partnership with Pan Trinbago.”He extended his admiration for the youthful players, whom he said practised day and night to perfect their art to take steelpan to a higher level. Minister Baker noted that the financial support to the steelband fraternity is in keeping with the Ministry’s initiative of developing the human capital on the island. He said “I am proud to be associated with pannists on the island and I pledge my unwavering support to the steel band fraternity.”
 
He commended Mrs. Marie Toby, President of Pan Trinbago Tobago Chapter for her relentless contribution to pan. He also announced that a proposal was made by former PanTrinbago President Mr. Patrick Arnold for the creation of a pan factory in Tobago and when this is established it will be unrivalled. Dr. Baker said the pan fraternity has benefitted from over Three hundred thousand dollars ($300,000.00) from the Ministry of Tobago Development over the last two and a half years. He indicated that so far “the refurbishment of the RBC Redemption Sound Pan Theatre is nearing completion while the pan theatre at Les Coteaux is set for completion shortly.”
