However the rules and criteria by which the panorama competition is adjudicated has not really changed over the years. Are the judges simply not with the times and incompetant or does the public need to go to judging school?

I am one those who believe that putting pan back on the road in a big way will not only benefit the steelband movement in T&T, but would also improve the Carnival itself.
As it stands, the panorama competition takes so much energy from the steelbands, there is no way they can participate in the panorama and also make a quality presentation on the road.
Like I said before, Panorama can stand on its own as a separate festival, freeing up the steelbands to prepare a repertoire of tunes that can make them a viable option to the DJs on the road.
Pan people will support Panorama whenever it is held.
Is anyone out there really willing to consider different ideas?
It is my opinion that competitions only stiffle creativity and innovation because bands only tend to imitate the stylings of previous winners or what they think the judges may want to hear. How about a massive showcasing of bands with encouragment to express. That would ensure an evolving art form.

What we may end up seeing and most likely enjoying is more of the youth presentations in the Panorama. With the younger arrangers and these kids its not about theater and visual effects but fun and enjoyment and most of all Pan Music.
The juniors are coming and that's the real change I’m seeing take note of some of these bands that had some memorable performances and look at their names Starlift Youth, All Stars Youth, Tokoyo Youth, Southern Marines Steel Orchestra, Renegades Youth they are the ones who are going to change the outlook of Panorama to come.
