Pan men and Pan women and bands etc, should be allowed to select the Judges they want to Judge their Music, other qualified pan men/women, or their "PEERS, one of equal standing with another" who had at lease played the instruments at some point in time, Pantrinbago has created this problem, where they implement criteriors / a standared on which a judgment may be based, which limit's the arrangers and players ability to create, other than the best rendition of their tune of choice, EXAMPLE: (1). 10 points for TONE, if the pan's has no tone U have no note, U will not hear a/any sound, (2).10 points for PRESENTATION, if U do not play or arrange your tune/piece, how can U PRESENT IT, (3). 10 points for TEMPO, every piece of music has to have some kind of timing, 3/4,4/4 etc, TIMING is tempo, or there will be no TEMPO, (4) Every band has to play the Chromatic Scale, if that is not HAND CUFFING THE ARRANGERS AND PLAYERS, WHAT IS? If the arranger chose to play a DIATONIC or PENTATONIC SCALE my guess is that he lost his chances of winning, get rid of these Judges and let PAN MEN Judge the ARTFORM, which will move the instrument farther ahead, at this present moment, "Pan" is in a COMATOSE STATE or ASLEEP, DUE TO RECYCLED MUSIC, time for CHANGE...
