Players fees 2016 Pan Trinbago under more Stress than previously thought. The payment to all the steelband players that appeared in the TT National Steelband Panorama 2016 is still outstanding as of this date. There has been much controversy in the national and on-line media as to who is responsible for these payments. We make it clear here that it is Pan Trinbago only, that is responsible for these payments. Any other agencies such as the Carnival Development Committee or the TT Ministry of Community Development, Culture and The Arts, are only facilitators for that 2016 Panorama carnival activity; a situation that may be different for the upcoming Panorama 2017. Every year of late, the steelbands of TT enter into a legal contract with Pan Trinbago to participate in the TT National Steelband Panorama competitions. In simplicity; this contract ties them to obeying the Rules and Regulations of Panorama; and should they obey and compete, transgression of other inherent rules notwithstanding; also binds Pan Trinbago to honour the steelbands with stipulated assistance, appearance fees, prize monies and players fees. From the Rules and Regulations for Panorama 2016 may be found: Section 4.4 Entitlement of Registration:
  1. Only players who are registered with Pan Trinbago shall be authorised to perform in the competition.
  2. Players shall be authorised to perform with only one (1) steelband in the competition.
  3. A Performance fee of one thousand dollars ($1,000.00) shall be payable to performers who have been certified as having performed at the Preliminary round.
  4. A Performance fee of three hundred dollars ($300.00) shall be payable to players who have been certified as having performed at the Semi Final round.
No Player shall receive more than one (1) Performance Fee per round.
From this contractual obligation we note three things: (1) Pan Trinbago is responsible for the payment of players fees. (2) Players fees (TT$1,000.00/each) are due for the Preliminary round of the competition. (3) Players fees (TT$300.00/each) are due for the Semi Final round of the competition. The last entry (3), for the Semi Finals, has been overlooked is some previous calculations of the amounts due from Pan Trinbago, adding yet more stress to the presently beleaguered organization. These amounts are compiled as follows.     Can someone enlighten me/us as to how long this drama has been going on where pan workers get "late payments" especially as-late-as the next year for work done the previous year?

    Also, is the excuse that the subventions come from the government authorities LATE?

    Some say it's always been late, others say not as late as one year as that has got worse sine 2010, which is it?

    Pan Trinbago is well protected , folks and they own the Panorama. We can talk and complain all we want but change has to come from within the organization , by the voting members , not from outside .

    Unless of course, someone can make a legitimate legal challenge , based on corruption and illegel activities

    15. FINANCE
    15.1 Financial Contributions - In keeping with the resolution to that effect passed by the members of the organization at its Convention in 1982, each steelband which participates in the competition shall remit to the organization a financial contribution in a sum equivalent to ten percent (10%) of the earnings of the steelband from Prize Monies, Appearance Fees and Assistance Fees received in connection with the competition.

    15.2 Deduction from Gross Earnings -For the purposes of convenience in remitting payment of the financial contribution mentioned in clause 15.1 hereof, the organization shall deduct the respective sum from the gross earnings of each steelband prior to paying over the net earnings to the said steelband.

    15.3 Quantum of Prize Monies - The quantum of Prize Monies, Appearance Fees and Assistance Fees is and shall always be contingent upon the sums received by the organization from the allocation from the Ministry of Community Development and Culture, through the National Carnival Commission or other designated Ministry that the organization falls under.
