RULES & REGULATIONS GOVERNING THE
GCC STEELBAND COMPETITIONS

These rules and regulations are developed to govern the Steelband competitions of carnival as sponsored by the Grenada Carnival Committee (GCC) or similar body constituted by the Government of Grenada to manage the delivery of carnival events in the state of Grenada. All competitors are required to, and by entering the steelband competitions provided for hereunder, agree to abide by these rules and regulations and to comply with all instructions, in keeping with the letter or spirit of these rules, given by members of the GCC or its designee.

1. PRELIMINARY PREPARATIONS
1.1. These rules and regulations take effect from 1st June 2011.
1.2. For the purposes of this document the Grenada Steelband Association (GSA), its Executive and membership are defined in accordance with the Constitution of the Grenada Steelband Association
1.3. Competitions covered are:
1.3.1. Bomb/Popular Tune Competition
1.3.2. Pan Yard Adjudication
1.3.3. Junior Panorama
1.3.4. Senior Panorama
1.4. All Steelbands participating in Carnival must be registered and in good financial standing with the Grenada Steelband Association (GSA).
1.5. The GSA will be required to ensure that a minimum of seventy-five (75%) of its members, including the defending Champions participate in the Steelband Championships.
1.6. The Grenada Steelband Association (GSA) shall submit a list of all registered members, in good financial standing to the GCC no later than June 15th.
1.7. A subvention totaling $108,000 EC will be paid out to registered members of the GSA in good financial standing to assist with the preparations for carnival.
1.8. The subvention will be divided equally among the registered members of the GSA in good financial standing but no more than $12,000 EC to any one member.
1.9. The subvention will be paid in two equal amounts to qualified members of the GSA.
1.9.1. The issuance of subventions will occur upon the signing of the Terms and Conditions document governing the granting of subventions (attached).
1.9.2. Bands receiving subventions must participate in ALL aspects of the Steelband Championships.
1.9.3. Bands not participating fully in the competitions, as outlined herein, will be required to repay monies in full within ninety (90) days after Carnival Tuesday or face legal action.
1.9.4. The GCC will endorse the applications for concessions of all financially cleared members of the GSA for the importation of pans and other relevant materials.
1.7. Just prior to the Carnival Launch date, bands will be invited to a draw for the order of appearances in the Steelband competitions.
1.7.1. Bomb/Popular Tune Competition
1.7.2. Pan Yard Adjudication
1.7.3. Junior Panorama
1.7.4. Senior Panorama
1.8. The Top Two (2) bands from the Panorama final of the preceding year are required to each give a thirty (30) minute performance in the National Carnival Launch hosted by the GCC during the first weekend in June or other time so designated.
1.9. All Bands intending to participate in the carnival competitions are required to participate in the official Carnival Launch within their parish.

2. FORMAT OF COMPETITIONS – BOMB/POPULAR TUNE COMPETITION
2.1. All competitions will be adjudicated by judges sanctioned by the GCC.
2.2. A band will have no less than twenty (20) and no more than twenty five (25) players unless otherwise determined by the GCC in order to maximize participation.
2.3. A popular Grenadian calypso, which is more than five (5) years old, will be rendered for the competition.
2.3.1. The GCC may waive the stipulation outlined in 2.3 above in any given year in which case ALL bands will be required to play a popular none calypso song in a calypso arrangement.
2.4. Each presentation will be a minimum of five (5) minutes and a maximum of six (6) minutes.
2.4.1. Bands will be allowed thirty (30) seconds as a grace period.
2.4.2. Ten (10) points will be deducted from bands going over the grace period up to a total of thirty (30) seconds (one minute over the maximum time for a presentation).
2.4.3. Bands performing for longer than one (1) minute more than the stipulated maximum time for a presentation will be disqualified.
2.5. All Bands will receive an Appearance Fee for their performance at this stage of the competition.
2.6. Bands are required to arrive at the venue a minimum of thirty (30) minutes before the scheduled start.
2.7. Bands will appear and play in the order in which they drew for this stage of the competition at the preliminary draw.
2.8. Three (3) judges will adjudicate this aspect of the competition with one (1) alternate.
2.8.1. The scores of the alternate judge will be used in the event that any of the sitting judges are unable to adjudicate the entire competition.
2.9. The selection of judges to adjudicate will be made after consultation with the GSA.
2.10. The decision of the judges shall be final and binding and the GCC will not entertain any protest regarding judging.

3. PAN YARD ADJUDICATION
3.1. Bands will perform the selection to be played at the Panorama Final
3.2. The selection to be performed must be a calypso, from the current year or any previous year, as long as that selection has not been performed by that band in a Panorama competition.
3.3. Each presentation will be a minimum of six (6) minutes and a maximum of seven (7) minutes.
3.3.1. Bands will be allowed thirty (30) seconds as a grace period.
3.3.2. Ten (10) points will be deducted from bands going over the grace period up to a total of thirty (30) seconds (one minute over the maximum time for a presentation).
3.3.3. Bands performing for longer than one (1) minute more than the stipulated maximum time for a presentation will be disqualified.
3.4. Bands will appear and play in the order in which they drew for this stage of the competition at the preliminary draw.
3.5. Three (3) judges will adjudicate this aspect of the competition with one (1) alternate.
3.5.1. The scores of the alternate judge will be used in the event that any of the sitting judges are unable to adjudicate at all Pan Yards
3.6. The selection of judges to adjudicate will be made after consultation with the GSA.
3.7. The decision of the judges shall be final and binding and the GCC will not entertain any protest regarding judging.
3.8. Bands will be given a minimum of three (3) days notice of the judges‟ scheduled visit to their Pan Yard

4. SENIOR PANORAMA FINAL
4.1. The selection to be performed must be a calypso, from the current year or any previous year, as long as that selection has not been performed by that band in a Panorama competition.
4.2. Each presentation will be a maximum of ten (10) minutes
4.2.1. Bands will receive a „Green‟ light from the judges to indicate they should begin their performance.
4.2.2. Bands will be allowed thirty (30) seconds as a grace period.
4.2.3. A „Red‟ light will indicate the end of the stipulated time on stage.
4.2.4. Ten (10) points will be deducted from the final score of bands going over the grace period up to a total of thirty (30) seconds (one minute over the maximum time for a presentation).
4.2.5. Bands performing for longer than one (1) minute more than the stipulated maximum time for a presentation will be disqualified.
4.3. Five (5) judges will adjudicate this aspect of the competition with one (1) alternate.
4.3.1. The scores of the alternate judge will be used in the event that any of the sitting judges are unable to adjudicate the entire competition
4.4. A High – Low system will be employed to calculate the score of each Band.
4.5. The decision of the judges shall be final and binding and the GCC will not entertain any protest regarding judging.
4.6. The selection of judges to adjudicate will be made after consultation with the GSA.
4.7. The Panorama Final will begin at 7 PM on the designated night.
4.7.1. Bands (members and instruments) are required to be present at the venue a minimum of one (1) hour before the scheduled start.
4.8. Bands must submit, to the GCC, the Name of the Band, the Name of its Captain, the Composer, Arranger and the Title of the Calypso the band is playing one week before the Panorama Final.
4.9. Bands must submit, to the GCC, the number of players and instruments being used a minimum of three (3) days before the panorama Final.
4.10. Bands will appear and play in the order in which they drew for this stage of the competition at the preliminary draw.
4.11. The Band next scheduled to perform shall proceed to the “Holding Area”, as instructed by the Producer or his/her Designee
4.12. If any Band fails to appear in the position drawn, the next Band in the sequence will be instructed to perform before the judges by a member of the GCC or its designee.

5. JUNIOR PANORAMA FINAL
5.1. The selection to be performed must be a calypso, from the current year or any previous year, as long as that selection has not been performed by that band in a Panorama competition.
5.2. Each presentation will be a maximum of seven (7) minutes
5.2.1. Bands will receive a „Green‟ light from the judges to indicate they should begin their performance.
5.2.2. Bands will be allowed thirty (30) seconds as a grace period.
5.2.3. A „Red‟ light will indicate the end of the stipulated time on stage.
5.2.4. Ten (10) points will be deducted from the final score of bands going over the grace period up to a total of thirty (30) seconds (one minute over the maximum time for a presentation).
5.2.5. Bands performing for longer than one (1) minute more than the stipulated maximum time for a presentation will be disqualified.
5.3. Five (5) judges will adjudicate this aspect of the competition with one (1) alternate.
5.3.1. The scores of the alternate judge will be used in the event that any of the sitting judges are unable to adjudicate the entire competition
5.4. The selection of judges to adjudicate will be made after consultation with the GSA
5.5. A High – Low system will be employed to calculate the score of each Band.
5.6. The decision of the judges shall be final and binding and the GCC will not entertain any protest regarding judging.
5.7. The Junior Panorama Final will be held during the Children‟s Carnival Frolic.
5.7.1. Bands (members and instruments) are required to be present at the venue a minimum of one (1) hour before the scheduled start.
5.8. Bands must submit, to the GCC, the Name of the Band, the Name of its Captain, the Composer, Arranger and the Title of the Calypso the band is playing one week before the Panorama Final.
5.9. Bands must submit, to the GCC, the number of players and instruments being used a minimum of three (3) days before the panorama Final.
5.10. Bands will appear and play in the order in which they drew for this stage of the competition at the preliminary draw.
5.11. The Band next scheduled to perform shall proceed to the “Holding Area”, as instructed by the Producer or his/her Designee
5.12. If any band fails to appear in the position drawn, the next band in the sequence will be instructed to perform before the judges by a member of the GCC or its designee.
5.13. In the event that there are more than five (5) bands participating in the Junior Panorama competition, an elimination round will be staged at a time and place to be determined by the GCC.
5.13.1. The bands finishing in the top three (3) positions of the elimination round will move onto the Junior Panorama Final.

6. MISCELLANEOUS
6.1. Prizes will be paid according to the schedule of fees attached.
6.2. Appearance fees for the Bomb/Popular Tune Competition will be paid within two (2) weeks of the Competition.
6.3. Prize monies for the Senior and Junior Panorama Final will be paid within ninety (90) days of Carnival Tuesday.
6.4. To maintain positions announced at the conclusion of the Senior Panorama Final, bands must make two appearances on the road on Carnival Monday and Tuesday.
6.4.1. Appearances can be within their respective parishes
6.4.2. Appearances must be made during one of the following:
6.4.2.1.1. Jouvert
6.4.2.1.2. Pageant
6.4.2.1.3. Monday Nite Mas
6.4.2.1.4. Parade of the Bands
6.5. The Panorama Champion must appear at the „Concert of Winners‟ organized by the GCC.
6.6. The GCC reserves the right to review extenuating circumstances for deviations from the protocol established herein.

    Is it my imagination, or is just about every Afro Trinidadian either descended from, or related to people from Grenada?

    (My father was a proud Grenadian, God rest his soul.)

    The rest are Bajans, and a few Vincies and Antiguans.(And of course the "Merikins")

    I bet without people from those islands there'd be no pan or kaiso.

    Think about that, all you Trini chauvinists!!!

I attended carnival in Grenada in the 80"s  and they have really grown.The guidelines for the Steelbands are food for thought.Keep up the good work as we strive to ensure that Caribbean Culture continues to be alive. I hope St.Vincent pan movement can take a que from you.

    I hope that at this time of the year, ALL bands in Trinidad who plan to enter and perform at TnT's Panorama competitions have already penned their (improvement) plan and success methodologies, discussed it, at least, at executive level already, with a view to engaging the the 2012 performers of the expectation/s for captioning the first prize, or if not, universal recognition for universal opportunities.
