The main difference between blogs and forums is whether you get to see the interaction in real-time or not.

Blogs accept comments, usually at the bottom of posts. These are moderated against spam or inappropriate comments, which means they are delayed so the blog’s author can decide whether to publish them or not and have time to compose a suitable answer. This delay doesn’t allow a good environment for immediate discussions, but the discussions that do happen tend to be more sedate, measured, and valuable.

Forums work in real-time, which means when a comment or message is posted, it is immediately published for anyone to see. There is no, or very little, moderation, so anything that is posted is instantly visible (I suppose the moderation managers can delete unsuitable posts later). The benefits are that answers can happen quickly, which is more likely to develop into discussions. But these discussions can vary in nature and can go off at tangents or become misconstrued if not managed properly.

Blogs heavily depend on the expertise of the author. On the other hand, forums can have millions of authors, but it relies heavily on member’s interactions.
