Rules and Regulations Orchestra Category
1. Premise:
That the Festival “PAN IS BEAUTIFUL X1I” Trinidad & Tobago National Steelband Music Festival shall be conducted under the guidance of a Festival Management Committee
That the Festival “PAN IS BEAUTIFUL X1I” Trinidad & Tobago National Steelband Music Festival is open to Senior member steelbands only and not open to Junior Bands of the Large Bands nor to school bands or bands that compete in the Junior / School Steelband Music Festivals.
- Entrants / Participants in this Festival Pan Is Beautiful XII must be registered and fully paid up members of Pan Trinbago Inc.
- That the Orchestra Category of Pan Is Beautiful X1I Trinidad and Tobago National Steelband Music Festival be structured to engage the participation of registered Bands of Trinidad and Tobago.
- That Bands registered in the Orchestra Category, be allowed to register only: TWO (2) SOLOISTS IN THE MINOR CATEGORY OF THE FESTIVAL.
- That no person be permitted to compete / perform as a member of more than one entrant in any one of the categories comprising the Minor category of the Festival (i.e. a person can perform with only one (1) Ensemble or one (1) Single Pan Band ).
- That no person be permitted to compete / perform as a member of more than one (1) participating Orchestra.
- An unattached individual shall be allowed to perform as a Soloist in the Minor category, only if registered as a financial member in good standing with Pan Trinbago.
- That no Band registered to compete as an Orchestra for the Festival shall be allowed to register and compete in the Minor Category as a Single Pan Band or as an Ensemble in the Festival.
2. Orchestra Test Piece
That the “TEST PIECE” for all Bands registered in the Orchestra Category be “MR. PAN MAKER” the musical composition of Dr. Leroy (Black Stalin) Calliste, selected by the Festival Management Committee.
3. Orchestra Finalists
- That the Finals be contested among Eight (8) Orchestras
- That the Eight Finalists thereat be selected ON MERIT
4. Short Title:
- These Rules Shall be cited as The Pan Is Beautiful XII Trinidad and Tobago National Steelband Music Festival Orchestra Rules.
- These Rules shall apply to all Orchestras registered as financial members in good standing with Pan Trinbago (1986) Inc. T.C.
5. Definitions
In These Rules
- Adjudicator shall mean persons or person appointed by the Festival Management Committee of Pan Trinbago 1986 Inc. T.C., to evaluate and merit the performances of all participating Bands.
- Alternate Adjudicator(s) shall mean person(s) appointed by the Festival Management Committee of Pan Trinbago Inc. T.C., to evaluate and merit the performances of all Bands, but whose scores/outcomes do/does not affect the Aggregate Scores of the Entrant/Participant/Orchestras.
- The Alternate Adjudicator shall however take the place of any of the other three (3) seated Adjudicators who may be unable to function for the entire stage of the competition or which they have been selected.
- Ballot System shall mean the process used to determine the order of performance of competing Orchestras.
- Designated Playing Area shall mean such area, estate or Venue, selected by the Festival Management Committee of Pan Trinbago 1986 Inc. T.C., and within which Bands are to perform for the Festival.
- Festival Management Committee shall mean the group or persons appointed by Pan Trinbago 1986 T.C., and so charged with organizing and conducting the Festival.
- Orchestra shall mean any combination of Pannists/Musicians playing Steelpan Instruments, and that such a combination contain no less than thirty – five (35) Pannists/Musicians, and no more than fifty (50) Pannists/Musicians inclusive of Rhythm.
- Festival Producer shall mean Pan Trinbago 1986 Inc. T.C. and or its Authorized Agents / Organizations/ Committees.
- Test Piece shall mean “MR. PAN MAKER” – the Musical Composition of Dr. Leroy (Black Stalin) Calliste, selected by the Festival Management Committee, which shall be performed as originally scored, and thereafter be subjected to the Orchestra’s free and appropriate variations, for a period not exceeding Six (6) Minutes.
- Piece of Choice shall mean, any Musical Composition, that will not only test the skill of the player, but will also highlight the beauty and versatility of our National Instrument and is to be played in accordance with the Musical Score as submitted by the Orchestra and to be performed for a period not exceeding Twelve (12) minutes.
- The total playing time of each orchestra shall not exceed Eighteen (18) minutes.
- N.B. – NOT LESS THAN FOUR (4) CONSECUTIVE FESTIVALS MUST ELAPSE BEFORE A COMPETITOR / ENTRANT / STEEL ORCHESTRA CAN REPEAT ANY PIECE OF MUSIC IN THE CURRENT FESTIVAL.
7. Structure of Festival:
- Pan Trinbago 1986 Inc. T.C. and the Festival Management Committee reserves the right to structure this segment of the Festival based on the number of completed entries received by the closing date for registration June 28th 2013 viz Preliminary Round, Semi-Final Round, Finals etc..
- The Festival Management Committee reserves the right to limit the number of entries for each category.
- No steelband conventionally registered with Pan Trinbago 1986 Inc T.C. as an Orchestra shall have more than one (1) entrant in this competition.
- Each registered Orchestra shall perform with no less than 35 and no more than 50 Pannists / Musicians inclusive of Rhythm.
- Orchestras shall progress through the respective phases of the Qualifying Rounds ON MERIT and shall be notified of its Scores attained on completion of each Qualifying Round,.
8. Adjudication:
- Unless otherwise stated, the Festival Management Committee shall have responsibility to appoint all Adjudicators for each Round of the Festival.
- The Festival Management Committee shall appoint Four (4) Adjudicators for each stage as afore-stated which shall include three (3) Sitting Judges and one (1) Alternate Judge.
- The Festival Management Committee reserves the right to substitute or appoint additional Adjudicators.
- The decision of the Adjudicators shall be final and binding.
- The criterion for Adjudication and the points awarded, in respect of the Test Piece and Tune of Choice performed at the Festival, shall be consistent throughout the entire Festival, and shall include.
- Accuracy of Score: The ability of the Orchestra to perform the Musical Piece correctly and in accordance with the text of the score of the composer – 40 points
- Accuracy of Dynamics: The ability of the Orchestra to most accurately perform such markings on the text of the Composer’s – 20 points
- Interpretation: The ability of the Orchestra to express, render and interpret the musical piece of the Composer. - 20 points
- Articulation: The ability of the Orchestra to express and follow the Phrasing and Dynamic markings on the Score of the Composer. - 10 points
- Quality of Sound: The correctness and consistency of sound of the instruments during the Orchestra’s performance and as produced by the quality of tuning/blending and skill of the Musicians. – 10 points
- No competitor, manager or leader of any entrant may approach or speak to an Adjudicator. This may result in disqualification. Necessary questions from a competitor must be directed to the Adjudicators Assistant or a Festival Management Committee member.
- ‘Disqualification” means that NO MARKS will be given. The competitor will be adjudicated only.
- The marks awarded by the Adjudicators are final. Adjudicators’ reports and copies of Music Scores will be available to competitors at the Festival Secretariat, after conclusion of the competition. It is the responsibility of the competitor to collect these.
9. Order of Performance:
- Each Competitor / Entrant / Orchestra is required to present its members and instruments at the competition venue at least two hours prior to the time stipulated for the commencement of the competition.
- In each Qualifying Round, The Orchestra shall perform in the order as drawn by Ballot.
- Where Orchestras are not represented at the balloting session, the Festival Management Committee/ Pan Trinbago Executive (where applicable), shall cause a ballot to be selected on the absentee’s behalf.
- The absentee (orchestra) shall be notified within forty – eight hours (48hrs) of the completed balloting system / process of its performance schedule / sequence.
- Each competitor / Orchestra shall proceed to the judging area when instructed to do so by an authorized person.
- Where any entrant /competitor/Orchestra shall fail to appear in the position in which they were due to appear – as selected by ballot, the next entrant/competitor/Orchestra in sequence as selected by ballot shall perform before the judges when instructed to do so by a duly authorized personnel.
10. Prizes:
- All prizes shall be determined by the Central Executive of Pan Trinbago 1986 Inc. and shall be subjected to the Organization’s Constitutional 10% deduction.
At the Finals Orchestras shall compete for Prizes as follows:

- There shall also be trophies awarded for:
- Best Test Piece
- Best Tune of Choice
- Champion Orchestra.
11. Discipline:
- The Festival Producers shall appoint a Disciplinary Committee of five (5) members.
- The Disciplinary Committee shall comprise one (1) executive member from each Region and a Pan Trinbago Central Executive Officer as Chairman / Chairperson.
- The responsibility of this Disciplinary Committee shall be:
- Investigate matter.
- Determine guilt / innocence.
- Determine and effect penalty.
- Orchestra(s) who after due process is/are disqualified, shall forfeit all rights to prizes / incentives.
12. Conduct During Performance:
- Respectful silence is expected of everyone in the venue. No movement in or out of the venue is permitted during performances or adjudications. This applies throughout the Festival.
- Any unseemly or unsportsmanlike behavior exhibited in any section of this Festival will result in the person concerned and the leader/group / steel orchestra to which he/she belongs being liable to immediate removal and being banned from the Festival for up to four years. N.B. Entry Fees are not refundable in this instance.
Again, Participants and audience are requested to switch off any audible device they may have on their person while the Festival performances are in progress.
13. Contingency Matters:
- Each Competitor / entrant / performer or Steel Orchestra shall be responsible for the care of their instruments at all times. The Festival Management Committee / Pan Trinbago 1986 Inc. T.C. and/or its Agents shall not be responsible nor shall they be held liable for:-
- The loss of, theft of, or damage to Scores, musical instruments, music - stands or other property.
- Transportation of Instrument and Musicians.
- Setting and positioning of Instruments and props at the Venue.
- Security of Instruments and Musicians during the Festival.
- Injury to Musicians during the Festival.
- Competitors/entrants/performers and Steel Orchestras must provide complete and correct information on Registration forms. The Festival Committee shall not be responsible for detecting errors. Information submitted will be printed as given.
- No electronic audio and or visual equipment shall be used by Orchestras to enhance performances during the festival.
- The use of video cameras and recording devices of any kind by the competitors / entrants / performers / steel orchestras or audience is not permitted unless the person concerned can show a valid license allowing the recording of the event and have the permission of the performers or the parents of performers under the age of 18.
14. Broadcasting and Recording Rights:
It is a condition of participation that any entrant/ competitor/ performer/ Steel Orchestra agrees:
- That any performance given during the Festival may be broadcast live and/or recorded for subsequent broadcast on radio and/or television without payment to the competitor. All broadcasting rights to any performance at the Festival shall belong to the Festival i.e. Pan Trinbago 1986 Inc., which will be free to dispose of them as it sees fit.
- That any performance given during the Festival may, without payment, be recorded and the Festival shall be entitled to possession of any such recording and shall further be entitled to reproduce any such recording and to sell, let for hire, offer for exposure, for sale or hire, distribute or otherwise dispose of any recording or reproduction of recording of any such performance in a manner that it sees fit.
- Pan Trinbago 1986 Inc. T.C. and or its Agents / Committees / Organizations reserve the rights to make Audio, Visual and or Audio-Visual recordings of the performances of each Orchestra / Ensemble, Single Pan Band or Soloist of the Festival and to utilize such recordings for such purposes as it deems appropriate.
- Notwithstanding items i ii and iii wherePan Trinbago 1986 Inc T.C. proposes to offer the said recordings for sale to third parties, the Organization shall enter into negotiations with each entrant / competitor / Steel Orchestra and or its Agents, whose performance is captured on the particular recording, prior to such sale to determine the quantum of remuneration to be remitted to them out of the profits realized from the said sale.
15. Copyright:
It is contrary to the law to perform music which has been reproduced illegally. Should any competitor / entrant do so, - the Pan Trinbago 1986 Inc. and The Pan Is Beautiful XII Festival Committee accepts no responsibility for any action taken by publishers.
16. Where in the conduct or implementation of the “Pan Is Beautiful X1I” Steelband Music Festival 2013, - Pan Trinbago 1986 Inc T.C., reserves the right to rule on any matter, which develop(s) on which these Rules and Regulations are silent.
