The National Carnival Commission (NCC) has a new Chairman. On Friday, former Culture Minister and Extempo Veteran, Winston 'Gypsy' Peters, received his instruments of appointment. The appointment comes on the heels of the resignation of Colin Lucas after just five months in office.
