Two large bands 120 players each. one sounds very powerful and the other sounds normal, which one is beating the Pans and which one is playing the pans.

I read on WST where Ray Holman who arranged Panorama tunes for Tokyo and Hummingbirds  Pan Grove said Hummingbirds Pan Grove is a more powerful band than Tokyo, So why would  a steelband with 120 players sound powerful on stage and another steelband
